Local Launch Operator (LLO)

Validate your command of a named ship for five years with this programme of study which covers both nautical and engineering aspects.

This programme provides you with the knowledge necessary to take command of a restricted limits ship, up to 20 metres in length, in an enclosed limit or a nominated safe haven in the inshore limit. Maritime New Zealand (MNZ) will endorse your certificate with the name of vessels to be used and the intended area of operation.

The Local Launch Operator Certificate is valid for five years for the named vessel/vessels and may be renewed provided conditions are met.

Content Details

The LLO programme includes three courses:

  • Nautical
  • Maritime Restricted Operator's Certificate
  • Engineering

If you are enrolling in the complete LLO programme instead of the specific courses only, please indicate this on your enrolment form. 

Entry

Examination Requirements

Sea-time
You must provide evidence of having completed, in the last 10 years, not less than six months sea service in a deck capacity, which must include:

  • Not less than one month’s sea service on the type of vessel which is to be endorsed on the certificate
  • Not less than one month’s experience in the area of operation for which the certificate is required completed within the 12 months immediately preceding the date of the applicant's application for examination
  • Either not less than one month’s sea service on a commercial vessel, or not less than one month as a skipper on a pleasure craft

Minimum Age
18 years

Eyesight
You must pass the MNZ prescribed eyesight test administered by an MNZ approved optometrist, before examination.

Testimonials
A testimonial of character, ability and sobriety, covering at least the past 12 months is to be sent to MNZ with your application.

Other Requirements
Valid Comprehensive First Aid Certificate. If you require this we can arrange it for you.

Examination Application/Fee
It is recommended that you apply to MNZ at least two weeks before the programme begins to obtain your permit. You must have a MNZ permit to be allowed to sit your examination. There  is a separate fee of $416.04 which you are required to pay to MNZ with your application (subject to change).

The standard published fee is applicable for New Zealand citizens and permanent residents only.

An international fee is payable for non New Zealand citizens/permanent residents.

Qualifications Gained

Upon successful completion of the programme and meeting examination requirements, you will receive:

  • Certificate in Local Launch Operator Level 3 
  • Local Launch Operator - Certificate of Competency (from MNZ)
