With the review of Maritime Rules, Part 32 Ships’ Personnel – Qualifications, the New Zealand Coastal Master’s qualification (NZCM) has been replaced and upgraded to NZ Offshore Master.
Content Details
The programme includes the following courses:
- Coastal navigation - 3 weeks, 28 May - 15 June
- Meteorology - 1 week, 18-22 June
- Passage planning - 1 week, 25-29 June
- General knowledge - 3 weeks, 2-20 June
- Ship stability - 2 weeks, 23 July - 3 August
- Oral syllabus, tutorial, resits and examinations - 4 weeks, 6-31 August
If you are not enrolling in the complete NZOM programme and instead in specific courses only, please indicate this on your Enrolment Form.
This course includes two weeks that will allow you to complete some other ancillary requirements. If you already have radar, basic fire fighting, and sea survival craft you may only need to attend until 17 August. Please note that there are additional fees for any ancillary courses.

Examination Requirements
Minimum Age
19 years Eyesight You must pass the MNZ prescribed eyesight test by an MNZ approved Optometrist, before examination.
Medical Fitness
Provide evidence that you comply with any medical fitness requirements of Part 34 applicable to this qualification.
Sea-time
You must provide evidence of having completed:
- Not less than 36 months total sea service, of which at least 12 months must have been gained in the last 10 years
- AND Twelve of the 36 months must be obtained 'beyond restricted limits' on power driven vessels
- AND At least six months of the sea service on vessels of not less than 10 metres
- AND Not less than 18 months sea service whilst holding an Inshore Launchmaster Certificate
- OR Served not less than 12 months sea service whilst holding a NZ Offshore Watchkeeper Certificate of Competency.
You must also provide evidence of having:
- Completed a watchkeeping observation record while being the holder of an Inshore Launchmaster or New Zealand Offshore Watchkeeper Certificate
- Six months sea service performing duties associated with navigational watchkeeping on vessels of 10 metres or more in length operating outside restricted limits
- Satisfactorily attended and completed a training programme approved for this qualification
- Passed oral and written examinations that test knowledge of a syllabus approved for this qualification

A testimonial of character, ability and sobriety, covering at least the past twelve months is to be sent to MNZ with your application.
Record Book
MNZ require a Record Book to be completed and handed in at the time of NZOM Examinations. If you wish to be issued with a Record Book, please indicate this on your Enrolment Form.
Other Requirements
- Comprehensive First Aid Certificate
- General Radio Operator’s Licence
- Restricted Radar Observer’s Certificate
- Proficiency in Survival Craft Certificate (STCW)
- Competence in Fire Prevention and Firefighting Certificate (STCW)

The standard published fee is applicable for New Zealand citizens and permanent residents only.
An international fee is payable for non New Zealand citizens/permanent residents.
